Third Development Proposal Adds To Changes Along Wyandra Street In Newstead

The latest plans would add to two other Frank Developments projects concentrated along the roughly 400-metre street — the 26-apartment Ducale Teneriffe at number 33 and the recently launched 45-apartment Murano at number 37.

Development application A007087729 was submitted to BCC on 14 August 2026 and remains in progress at the lodgement stage. The proposal is being assessed as impact assessable.

Third Proposal Along Wyandra Street

The new development is planned across an amalgamated 1,928-square-metre site at 22–40 Wyandra Street, extending through to Wyatt Street.

Council records associate the application with 22, 34 and 40 Wyandra Street and 17 and 21 Wyatt Street. Town Planning Alliance is listed as the primary applicant and consultant.

The proposal covers building work and a material change of use for multiple dwellings, a food and drink outlet, office and shop.

Designed by Cavill Architects, the building would rise to 22 storeys at its tallest point. Its form would step down to 13 storeys towards Wyandra Street, with the taller section positioned closer to Wyatt Street and Newstead.

The design responds to the site’s position between Newstead’s higher-density mixed-use area and Teneriffe’s medium-density residential setting. Lower parts of the building draw on elements associated with Teneriffe’s heritage buildings and the tuff stone found beneath the area, while upper levels move towards a more contemporary tower form.

Plans Include New Link Between Local Streets

Changes at ground level would affect how the Wyandra Street site connects with Wyatt Street.

A constrained pedestrian laneway along the northern boundary is proposed to be widened, while a separate two-storey outdoor arcade would run through the development from Wyandra Street to Wyatt Street.

The Wyandra Street frontage would also include a double-height City Room and landscaped areas. Ground-floor plans show space for a food and beverage tenancy alongside the residential lobby, lounge and office.

Shared resident facilities would be spread across the building, with amenity terraces proposed for levels 13 and 16 and another at rooftop level. Plans include a pool terrace, landscaped outdoor areas, shaded spaces and tree planting.

Larger Apartments Make Up Most Of The Plans

Most of the 147 proposed homes would contain at least two bedrooms.

The plans include 80 two-bedroom apartments, 58 three-bedroom apartments, six four-bedroom apartments and one five-bedroom residence. Only two one-bedroom apartments are proposed.

Four basement levels would provide 222 resident car spaces and seven visitor spaces, along with 166 bicycle spaces.

The application follows Frank Developments’ two projects already progressing along Wyandra Street. Ducale Teneriffe is heading towards construction completion later this year, while Murano has recently launched with 45 apartments.

No dates are currently listed for the new development’s formal public notification period. As an impact assessable application, properly made submissions supporting or objecting to the proposal can only be lodged during that notification period.
